List available onboarding customer types

/v1/offers:availableCustomerTypes

Returns the distinct customer types of the propositions that are currently offered. When reseller_id is provided the propositions offered by that reseller are inspected and vendor_id is not applied as a filter, matching the behaviour of the offers endpoint. Returns an empty list when nothing is offered.
